You can sort the bug list on the votes column descending so the bugs with the most votes are shown first. What I have to do in the flow to get that running. Where I have to add the expression from your screenshot?
In this example I named my action Get Item. What is the name of the action in your flow? If it is a different name you will need to adjust your expression to update it with your action name.

You can set the header text and the button text. But I don't see any parameter for hiding the panel though:. I found that the flow fails if the starting value is 0, so I added a condition that when a new item is added to the list, the default Vote value to start with is 1.

In the left pane of the web interface, you see the tree view with elements of a SharePoint form. In the center of the screen, you see the existing fields.
